Common Perimeter Security Threats for UK Schools
Every school in the UK will be acutely aware of the need for effective perimeter security. Schools contain an abundance of essential educational equipment, tools and furniture including computers, games equipment, workshop tools and much more. Thieves know what?s inside and they know how valuable these items are on the black market. Every school needs to conduct their own risk assessments to determine exactly what needs protection, what?s at risk and what can be done to mitigate those risks.
Trespass, out of hours intrusions and vandalism are common experiences for many schools, especially those located in urban environments. Pupils know that all the teachers and support staff leave at the end of the day and many school premises don?t have staff who remain on-site. Some of these pupils and ex-pupils have been known to break into school property, climb onto rooftops and cause damage to equipment and infrastructure while putting themselves at risk of injury.
Anything that isn?t securely locked away or secured in place is at risk of either being stolen or damaged. Outdoor equipment and assets such as wheelie bins, CCTV cameras, lighting and signage all need to be robustly secured. All windows and doors need to be securely locked and all hardware needs to be secured using tamperproof security fastenings.

Your Perimeter Security Checklist
Perimeter security for a school starts with clearly mapping out the entire perimeter of the school premises. All school access points need to be identified along with the boundary structures used around the perimeter. The gates and how gateways are managed and secured also need to be examined.
The existing perimeter protection needs to be inspected and recorded. Many school perimeters consist of a variety of boundary types including fencing, walls, hedges and planting. The entire perimeter needs to be closely inspected for areas of weakness and assessed for anti-climb resistance. If there are any specific areas where intruders have previously accessed the property, these need to be identified.
All entrance locations need to be closely inspected to ensure gates are in a good state of repair, are always closed and locked out-of-hours and specific staff members have designated responsibility for locking them. As for the boundaries, the height and anti-climb resistance of gates and entry points needs to be assessed.
Security lighting, activated by motion, needs to be inspected and verified as operational. And if a school doesn?t have security lighting this should be highlighted as a high priority security enhancement. Burglars and intruders like to do what they do unseen so security lighting acts as a very powerful deterrent. If the school has CCTV security cameras, these need to be inspected and evaluated to make certain primary areas of risk are covered. And if a school doesn?t already have CCTV security cameras installed then installation might be considered to bolster school security.
Compiling a perimeter security checklist, specifically tailored for each individual school premises, enables the site perimeter security to be routinely re-inspected to identify areas of damage or deterioration that may need repair. The simple system consists of loosely rotating, robust plastic cups, mounted on a strong central shaft. The size of these cups has been carefully determined to make them too large to be gripped. The presence of this unstable, rotating barrier prevents unauthorised intruders from gaining a handhold and climbing over walls, fences and gates or climbing onto rooftops.

It can only be applied above a height of 2 metres, to minimise the risk of getting onto peoples clothes. Surfaces, such as high walls, painted with this material, cannot be climbed. And anyone attempting to do so will get the anti climb paint all over their clothes and hands.

Anti climb protection is also often needed on poles and posts that might be supporting cameras, lighting or solar panels. Youngsters love to show off by scaling poles and thieves can be tempted by expensive pole-mounted equipment. Anti-climb barriers, wrapped around poles, keep equipment secure and deter unwanted climbers.

While non-aggressive Roller Barrier is the widely preferred form of anti climb perimeter protection for schools there can sometimes be specific areas where a more aggressive looking barrier is appropriate. What to Look for in School Perimeter Security Solutions
A key attribute of an effective school perimeter security solution is that it must not present any possibility of causing harm to pupils and other school users. As recommended, the existing school perimeter should be closely inspected and evaluated to determine what?s needed in all areas.
The height of fences, walls and hedges needs to be optimum to prevent unwanted intruders. Generally this should be around 2 to 2.5m for most UK schools. If there are areas of a perimeter where the height is under 2m then it may be beneficial to increase the boundary height. This also applies to school gates.
Durability and the ability to withstand the impact of winds and the variable UK weather is essential. Fencing must be weatherproof so metal fencing materials need to be galvanised or painted for weather protection. BS1722 is the collection of British Standards that apply to various types of fencing, fencing components and installations. The standard evaluates a product`s ability to resist forced entry and provides a benchmark for physical security performance.

Wherever anti climb protection measures are installed appropriate signage must be prominently displayed. Warning signage lets people know that anti-climb paint or anti-climb barriers are in place and meets the legal requirement to inform people of the danger, fulfilling the required duty of care under the Occupiers` Liability Act 1984.

What UK Schools Must Consider
As previously noted, its essential that whatever form of fencing and perimeter security is used around a school premises it must comply with relevant standards. Schools have a duty of care responsibility toward anyone coming onto school premises - including unwanted intruders. The Department for Education (DfE) publishes useful site security and safety guidance for schools that should always be followed.
Martyn?s law means schools will be required to implement standard security measures, such as evacuation and lockdown procedures, appoint a responsible person, and notify the Security Industry Authority (SIA). Schools fall under the "standard tier," which means they will not be subject to the enhanced duty requirements, regardless of their size. This new legislation, set to come into force in 2027, is designed to improve preparedness and boost security against potential terrorist attacks.
Maintenance and Lifecycle Considerations
Importantly, all aspects of a school?s perimeter and anti-climb prevention implementation must be well maintained and provide excellent value for money. Ideally, perimeters should be routinely inspected, at least once every quarter. As mentioned, compiling a checklist, specific to the school premises, makes the process efficient and effective. Look out for signs of damage, foliage growing where its not wanted, corrosion and weather related deterioration.
